老警察李公安（戈治均 飾）和警校實習生張雷（李占河 飾）擒獲詐騙犯於泰（傅彪 飾），押解其回陝西。一路上，年輕氣盛的張雷看不慣李公安的做事沒原則，很少給他好臉色看。在西行的客車上，天已漸晚，不料客車拋錨，司機折騰了半天沒修好，於泰詭異地出起了歪點子，他唆使張雷貢獻出新買的皮鞋做墊子，明知於泰捉弄自己，但為了一車人趕路，張雷隻好忍痛割愛。車到縣城，於泰被原先他騙過的一幫人圍毆，混亂中，張雷身上的錢被小偷偷走，他一氣之下病倒，幸得小旅店女老板相助。幾天後，三人重新上路，於泰想趁機逃跑，不料誤闖進采石場，為救於泰，李公安被炸飛的石塊砸成重傷，於泰終於幡然醒悟......
